AVI New Tax Rate 1.8% Of Home Value?

Just got this scary email from the Queen Village Neighborhood Association

SUBJECT: PROPERTY TAX DECISION REACHING CRITICAL MOMENT

Dear Queen Village Neighbors,

As you may know QVNA has been actively engaged with a number of other civic associations in attempting to shape the debate around the Mayor’s property tax overhaul, the Actual Value Initiative. Members of Philadelphia City Council face a critical set of choices in the next week or so as the time to pass a budget for Fiscal Year 2013 winds down.

Reports coming out of Council suggest that we may be facing a tax rate of 1.7 or 1.8% of the market value of our homes. For many in Queen Village this will represent a massive tax increase. What’s worse, since the process of reassessing the City’s property inventory is not yet complete, these figures represent only guesses. If the Mayor has his way, we will not know the true tax rate until we get our bills later this fall.

From the beginning, we have argued that making policy without data is akin to being forced into buying a house and finding out how much it costs later. But I firmly believe that we should not support the mayor’s current proposal, which is rife with too many “unknown unknowns” and represents exactly the sort of backward policymaking that makes Philadelphians cynical.

If you agree, call your At-Large Councilmembers and say “I live in Queen Village and I urge you to delay AVI implementation until we have the data we need to make informed policy decisions. VOTE NO on Bill #120175 and YES on Bill #120230.”
