A legislation is being voted on, bill #110563, that would allow 7 – 10 story high electronic and vinyl signs on buildings located within Center City Philadelphia and Philadelphia’s National Historic District.  Opponents of the bill argue that the bill runs contrary to the zoning reform process that currently exists regarding signage.  They further argue that it puts private financial interest of the public interest.  See below for steps you can take to prevent this.

Here are some important facts distributed by the Society Hill Civic Association:

  • The Planning Commission voted unanimously to reject Bill 110563, which would allow seven to ten story digital signs and wall wraps on buildings located along the Vine Street Corridor. This is a protected area, and since 1988, outdoor advertising signs have been prohibited.
  • This type of signage is contrary to every innovative plan currently approved for our city, GreenPlanPhilly, Plan2035, as well as the visionary Master Plan for the Delaware Riverfront.
  • Bill 110563 violates the Highway Beautification Act (HBA) because the proposed size of 7,000 to 10,000 square feet is eight times larger than allowed by federal law. Cities and States violating the HBA face a penalty- 10% reduction in federal highway funding.
  • Current laws protecting Vine Street from adverting signage have been successfully defended by neighborhood groups and SCRUB all the way to the United States Supreme Court !

2. Attend the hearing Rm 400 City Hall on November 1st at 10:00 AM.

3. Call Councilman DiCicco (215-344-3458)

4. Call or visit your District and the At-Large members
